The Tahoe National Forest is planning to fill a permanent, full-time Supervisory Civil Engineer position. This position is located at the Supervisor's Office in Nevada City, CA. The purpose of this Outreach Notice is to determine the potential applicant pool for this position and to establish the appropriate recruitment method and area of consideration for the advertisement. Responses received from this outreach will be relied upon to make this determination.

ABOUT THE POSITION

This position serves as the primary assistant to the Forest Engineer. The working title for the position is Assistant Forest Engineer.

The incumbent is responsible for assisting the Forest Engineer in developing program direction, and to provide management, and technical guidance for the entire engineering program on the Forest. A primary objective of this position is to work with various federal, state and local agencies, private industry, and user groups to develop partnerships for mutual benefit projects and improve success of the forest capital improvement plans and projects. The position is also responsible for out year and current year budgeting, accomplishment reporting, real property, and inventories.

ABOUT THE AREA

The Supervisor's Office is located in Nevada City, CA. The Tahoe National Forest is located in the north central Sierra Nevada Range between Lake Tahoe and the Sacramento Valley. The land rises from an elevation of 1,500 feet in the Sierra foothills on the west to 9,400 feet along the rugged ridges of the Sierra crest. Interstate 80 and Highway 49 crisscross the forest and offer year-round access. The forest has served as the gateway to the Pacific since the first pioneers crossed the plains in search of the riches of the California gold fields in the 1840's. This history is still much in evidence as local communities have retained the flavor and character of their Gold Rush origins.

The forest is truly one of multiple use. As a timber producer, with sales that are the fifth highest in the State. It is also one of the highest used recreational forest in California. Mining is still popular today with over 5,000 claims. Early day land grants to railroads have accounted for a checkerboard ownership pattern throughout most of the Forest. Although mostly owned by private timber companies, this extent of private land offers growing challenges of urban/rural wild land interface. Water issues are also becoming increasingly important as rivers that originate in the Forest provide water to local communities and to communities in both the Reno and Sacramento areas.

Nevada County bisects the Forest, with Nevada City being the County seat. The communities of Grass Valley and Nevada City are located in western Nevada County, with Nevada City being the headquarter location of the Tahoe National Forest. Much of the downtown area of both these communities has been restored to resemble their early day beginnings as mining towns and are very popular tourist stops. Considered as one of the most desirable places to live in California, both towns offer amenities of much larger communities as well as a rural setting. Western Nevada County has a population of about 80,000 although the incorporated area of Nevada City is 3,000 and Grass Valley is 10,000+. Housing prices range from $280,000 to $600,000. Reasonable housing and rentals can be found, however the costs are much higher than most foothill communities in the Sierra's. A newly constructed community college as well as high schools, middle schools, and elementary schools are in the area. These attractive foothill towns are surrounded by pines, oaks, and maples as well as numerous reservoirs and streams. The average rainfall is about 55 inches. An occasional snow occurs during the winter but does not remain long. Summers range from 75-95 degrees.

The county seat and main community of Placer County is the city of Auburn, located 25 miles west of Nevada City and considered a reasonable commute to the office located in Nevada City. Placer County's population is 145,000 with Auburn at 8,000. The average rainfall for this foothill community is about 35 inches with snow infrequently. Downtown Auburn has been restored to resemble the early gold town it once was. Specialty stores, hotels and restaurants are available. Located about 1/2 hour from Sacramento, and half way between Nevada City and Sacramento, Auburn provides a small town atmosphere with easy access to amenities provided by the State Capitol. A community college is located 12 miles south. In the Auburn area, 7 preschools, 9 elementary schools, 1 intermediate school, and 3 special education schools are located. Housing costs range from $250,000 to $500,000 with the average cost starting at $350,000+.
